For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM France has been present in Bulgaria since 2004, working in Sliven to improve the living conditions and health conditions of the Roma population living in the Nadejda district of Sliven (a particularly secluded ghetto of 15,000 persons, mostly populated by Bulgarian of Roma ethnicity).

MdM is running since September 2019 a project focusing on empowerment and community mobilization of vulnerable people living in this illegal settlement. In order to effectively tackle the root causes of poor health outcomes on the long term, MdM built a holistic approach to support the social cohesion among Roma population (subgroups coming together around the challenges they face) and the emergence of civil society actors. MdM seeks to accompany the dialogue process between the communities (as right bearers) and the different official stakeholders (as duty bearers) as to empower people to raise their voice and to gain social inclusiveness.

In addition to this project, the current 3-year country strategy would like to emphasize and deepen the following aspect for the coming years:

  • Explore a potential regional approach with a joint program both in Romania and Bulgaria (including Sofia)
  • Deepen the relation with MdM international network and specifically with the chapters working on this topic (including MdM France programmes in France)
  • Explore the opportunity in terms of advocacy, visibility, etc. at European level

Description du poste

You are responsible for the overall management of the MdM Bulgaria mission. You will co-design MdM overall strategy in Bulgaria (alongside the desk officer in HQ and the volunteer “head of mission”- RM) and provide leadership for the country programme.

You will develop a fundraising strategy and ensure donors relations in Bulgaria. You will be responsible for ensuring the delivery of quality programs, finalizing project documents and launch and supervise new projects in 2020-2021.

You are under the direct supervision of the desk officer based in MdM headquarters in Paris. You are also referring to the RM which is a volunteer member of the organisation, co-responsible of the mission strategy. You will liaise with all departments and services located at MdM HQ to ensure a smooth mission management. You will also work closely with the other coordinators in the region.

You are the direct line manager of 5 persons: the programme manager, the medical coordinator, the assistant to the general coordinator, the finance and administrative coordinator and the advocacy officer. You will manage a team of 11 national staff in total.

More specifically, your responsibilities are to:

Mission strategy management and coordination

  • Coordinate the country strategy revision/update on a yearly basis after consultation with the team, the desk officer and the RM; contribute to the updated version validation by HQ key fora (technical and regional groups, board of directors, etc.)
  • Planning, implementation, monitoring and evaluation of country programmes, including the finalization of key project documents
  • Ensure the compliance of all implemented activities and programmes with MdM strategy, principles and guidelines
  • Ensure good coordination between logistics, administrative (finance and human resources) and programme departments for a smooth implementation of all activities
  • Coordinate with HQ referent and support resources to ensure the qualitative programme implementation in line with MdM values and principles
  • Explore, establish and maintain partnership relations and collaboration with local authorities
  • Participate in advocacy strategy and implementation
  • Ensure that the different components of the programme are consistent and in link with medical needs and standards
  • Be responsible for proposing and designing the new and modification of proposals and potential no cost extension of the projects

Team management and human resources

  • Lead the country coordination team, and as such, play a leading role in the implementation of management procedures and decisions, and in relaying HQ decisions and information to the MdM team in Bulgaria
  • Manage and supervise the entire mission and direct management of 5 employees (including 1 expatriate)
  • Ensure that the mission organigram and allocation of human resources is matching with the mission needs
  • Define collective and individual objectives and goals for coordination team
  • Propose, coordinate and support capacity building opportunities for the national and international team members
  • Ensure consistency with Bulgaria labour laws in all HR issues including staff dismissal
  • Ensure that appropriate human resources, legal issues, administrative, financial and logistics procedures are implemented and maintained in accordance with the MdM rules and guidelines
  • Facilitate smooth communication between team members and hold conflict management duties when needed
  • Make sure that MdM Bulgaria guidelines and procedures are in line with MdM France and are updated regularly when needed
  • Ensure briefings of any person arriving on the mission

Security

  • Be responsible for the overall security and safety of MdM team and property for the mission supervision and organisation of the implementation of safety rules and for ensuring that rules are applied 
  • Regularly review the analysis of the context and of security and safety conditions and update rules accordingly
  • Ensure security incidents are reported to HQ in a timely manner, liaise with desk officer and HQ security referent

Administrative, finance and logistics supervision

  • Manage the administrative and finance coordinator to ensure compliance with donor procedures and national administrative and legal regulations. Same on logistics aspects
  • Guarantee transparency of funds use and all programmatic expenditures
  • Give approval for expenses, based on donor procedures and MdM internal guidelines
  • Participate in the design and approval of new budget proposals for donors, the preparation of annual budgets and monthly budget follow-up analysis
  • Oversee compliance with and respect for agreements and contracts
  • Supervise the process of renewing the MoU with the government if necessary
  • Ensure compliance with tax regulations and yearly audit recommendations if any
  • Ensure that appropriate logistics procedures are maintained in accordance with MdM rules and/or donor guidelines
  • Maintain high quality supply chain management, to ensure that programme needs are met in compliance with donor and MdM regulations

Partnership and advocacy

  • Be responsible for exploring, designing and establishing partnership relations, direct support in supervising the partnership project and capacity building project activities
  • Maintain and reinforce the collaboration with current formal and informal partners (Thirst for Life, the Municipality of Sliven, Bulgarian Association for Family Planning, the State Agency for Refugees, etc.) and develop new key collaborations with new partners when necessary
  • Supervise the advocacy officer in defining and following up a strategic plan and planning, in updating the advocacy objectives, implementation of advocacy priorities in country and at regional level

Coordination with stakeholders

  • Participate to the different coordination meetings and clusters
  • Carry out negotiations and maintain regular relations with the local authorities and other stakeholders (NGOs, donors, embassies)
  • Negotiate agreements, work connections, MOUs etc. with the local authorities and the eventual modifications
  • Draft and ratify reports required by the authorities at national level
  • Ensure coordination with national and international health stakeholders, UN bodies and medical actors
  • Proactive participation among regional MdM projects and common goals

Reporting and communication

  • Be responsible for regular reporting on the mission activities implemented in Bulgaria
  • Prepare reports and proposals for donors, make sure that they are written in line with donor requirements
  • Report regularly to HQ (context analysis through monthly written coordination reports, incident reports, regular e-mails and phone contacts)
  • Relay relevant information from HQ to the team, organise consultations and provide feedback when required
  • Liaise with desk officer, RM and technical/thematic referent for regular updates regarding the mission to HQ team

Representation, fundraising and networking

  • Develop a fundraising strategy and explore funding opportunities in country and networking with donors
  • Represent MdM with local authorities, international donors, international organisations and other NGOs; be responsible for the proper diffusion of MdM Bulgaria mission strategy in-country
  • Carry out negotiations with the authorities at different levels and other stakeholders to ensure compliance with agreements and contracts
  • Represent MdM in national and international fora if relevant
