MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) and Sexual & Reproductive Health and Rights (SRHR), with two cross-cutting topics: Mental Health & Psychosocial Support (MHPSS) and gender mainstreaming.
Regarding MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MOH) and Primary Health Care Centers (PHCCs).
Description du poste
Under the supervision of the Deputy General Coordinator, in coordination with technical coordinators, field coordinators, relevant HQ desks, implementing partners’ staff and field teams, you are responsible of the development and the implementation of the MEAL framework, strategies, tools and standards needed to improve MdM actions effectiveness, quality and accountability.
Your main responsabilities are the following:
Design and implementation
- Implement, manage and guarantee the technical means to overlook the quality of the implemented activities, to monitor the achievement of the pre-set goals, and, if applicable, to suggest adjustments or development to ensure its relevance.
- Work in close collaboration with program teams at coordination and base level to ensure the success of those goals, by overseeing data collection, progress tracking against activities, analysis (both qualitative and quantitative) and reporting on performance indicators
- Influence the adoption by the team of a learning and evidence-based approach to enhance the quality of the activities that MdM carries out while contributing towards the development of the MEAL Framework for Palestine mission
- Provide training mandates, leading/organising learning workshops and develop capacity building plans for MdM staff and partner teams in data collection, analysis, FCRM and accountability
- Lead the MEAL program evaluation plan including mid-term, real time and final evaluation for all MdM projects in Palestine mission
- Lead the set-up of SMART indicators at project conception stage and develop the right M&E system to follow each indicator to meet results, while conducting regular data quality assessment in line with MdM donor and cluster requirements
- Lead and coordinate the design, implementation and data analysis of needs assessments and research, and to the drafting of assessments and donor reports
Internal and external reporting,
- Support Desk Officers/PM in drafting evidence-based project proposals and leading SMART indicator design
- Support the technical and managerial teams in the submission of monthly reports to clusters, consortiums, HQ, and interim/final reports to the donor – ensure indicator data is prepared and disaggregation as needed, and/or changes in the operating environment are presented to revise activities/indicators as necessary
- Develop content and process for lessons learnt and project reviews incorporating Core Humanitarian Standards.
- Be in charge of performance reports required by local authorities, and quality of pre-implementation data, analysis and reports
- Ensure that the communication and visibility activities are compliant with donor rules
Safeguarding
- Develop and oversee Accountability to Affected Population (AAP) activities, including FCRM in coordination with field teams and consortium counterparts, for community consultation at different times of the project life-cycle
- Ensure adequate mechanisms (SoP’s) are in place to ensure safeguarding of beneficiaries and MdM/local partner programme staff in line with the context
- Support investigations regarding breaches of policy if directed by General Coordinator or considered relevant
- Be in charge of the consolidation of the FCRM monthly reports, develop analysis and produce recommendations in cooperation with program managers and technical coordinators
Development and management
- Manage, coach and lead the MEAL team ensuring close coordination with implementing partner’s/chapters
- Ensure the department strategy has sufficient departmental development envisaged with human resources to operate efficiently whilst advocating sound opportunities for growth in collaboration with SMT
- Foster strong collaborative working relationships internally and externally with partner organisations, clusters, consortiums, MdM Network and desk officers
Monitoring tool management
- Ensure that the Monitool is active, compiled and modified upon needs, and that the allocated roles and responsibilities are pre-defined are respected
- Follow the advancement of the different indicators in the Monitool and coordinates with project managers and technical coordinators to ensure the analysis of the data

Gross monthly salary: €2,991
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required

Votre profil
Bachelor’s degree in social sciences, economics, international development, evaluation research, statistics, or a related field
At least 4 years of experience in designing, managing and implementing results-based M&E activities for NGOs
At least 3 years of experience analyzing quantitative and qualitative data
Experience in working with an international humanitarian organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, including impact evaluation
Minimum of three years of overseas field-based experience; Middle East experience is an advantage
Experience working in an M&E role on humanitarian emergency programs; Health programming is a advantage.
Relevant computer software skills with proficiency in Excel, KoBo and other data management systems
Experience working in insecure environments
Ability and willingness to travel in the Middle East, work in complex humanitarian context
Proven ability in working with autonomy and independence
Languages : English is mandatory (oral and written), Arabic and/or French is an asset
