Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In response to the latest crisis, MdM has been operational in Dohuk Governorate since November 2014, in Kirkuk Governorate since July 2015, and Ninewa Governorate since April 2016, supporting IDPs, returnees and host communities in getting access to primary health care services. MdM delivers today a comprehensive health response in areas of intervention, including Mental Health and Psychosocial Support (MHPSS) at primary care level.

In 2019, MdM is transitioning its response towards support to the national health system in areas of intervention across northern Iraq (Dohuk, Kirkuk and Ninewa Governorates). Mobile clinics and teams were transformed wherever possible into support of existing Primary Health Care (PHC) facilities, in close cooperation with local health authorities and the Ministry of Health.

Under the supervision of the general coordinator, your main duties are to supervise and coordinate the support services team, ensure the internal and external control of the mission process and report regularly to the general coordinator.

More specifically, your responsibilities are to:

Supervision & coordination of Services support

- Ensure the line-management of the 3 support coordinators (Finance, HR, and logistics), supervise their objectives and priorities and support them to deal with critical issues

- Train and mentor national staff coordinators, after proceeding with a capacity gap assessment

- Develop the strategies on fraud prevention to efficiently prevent, uncover and handle fraud issues within organization

- Be responsible for ensuring that other coordinators and staff are cost aware and ensure efficient use of resources

- Upon general coordinator specific request, you ensure punctual gap filling of coordinator positions during critical periods (leaves, HR gap, etc)

- Supervise the production of a mission guidelines, gathering all existing key procedures from all departments, in order to improve the overall knowledge of mission staff

- Supervise the delivery of regular on-the-job training to support services staff members, in order to strengthen the capacities

- Assist the general coordinator in the setup, revision and amendment of the mission budget, in the expatriate recruitment and follow-up and in the security back-up and implementation of logistics means for security management

 

Internal & External Control

- Ensure on monthly basis an internal control of the respect of financial, HR and logistics process at coordination and base level

- Be in charge of the overall document filing (soft and hard copies) of the mission, and ensure mission archives are regularly and properly sent to HQ

- Coordinate the preparation of all audit and evaluations, as well as capitalize all provided recommendations and ensure their implementations;

- Be in charge of the implementation of the MdM Anti-Abuse Policy within the mission 

Reporting

- Participate to the monthly situation report (SITREP)

- Provide regular reporting to your line manager

 

Team management

- In close collaboration with the team of coordinators, ensure the well-being of all team members

- Lead the coordination meetings when necessary to maintain an effective communication and cooperation between all departments

- Ensure smooth information flow with the field coordinators through regular meetings and ad hoc meetings on specific subjects when needed

- Support and participate in the regular appraisal of the staff under direct management

- Participate in the recruitment process of the staff under direct responsibility

Gross monthly salary: 2 816 euro
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)
