MdM in Yemen
Yemen remains one of the world’s most complex and severe humanitarian crises, driven by years of protracted conflict, economic collapse, climate-related shocks, political fragmentation, and persistent access constraints. An estimated 19.5 million people are in need of humanitarian assistance, including 11.5 million who require urgent, life-saving aid. The healthcare system is under immense strain, with approximately 15 million people lacking access to adequate medical services, compounded by widespread cholera outbreaks and systemic challenges across the health sector.
The operational context remains volatile, where localized tensions, service disruptions, and economic pressures, such as currency depreciation and delayed public sector salaries, contribute to periodic unrest and operational constraints.
MdM’s strategy in Yemen is structured around :
- Providing primary healthcare services, including OPD, vaccination, nutritional care, and sexual and reproductive health and rights in 3 directly supported health facilities.
- Ensuring a community-based approach to provide an equal access to healthcares.
About the role
In a context of strengthening our activities in Yemen, you will be specifically in charge of providing technical support to operational staff on the administrative, HR and financial management of the mission.
What you’ll do
Under the supervision of the field coordinator, you are responsible of the following :
Programming
- Ensure the proper allocation of the activities needs in accordance with MdM codification and budget allocation
HR management
- Manage all HR functions for national staff in Aden
- Supervise recruitment processes and facilitate the onboarding
- Ensure proper implementation of internal regulations, employment contracts, and HR procedures
- Draft and manage employment contracts and related administrative records
- Supervise payroll preparation, salary payments, income tax processing, and staff insurance follow-up
- Conduct annual performance appraisals
- Support conflict resolution by advising on HR regulations and legal frameworks
- Follow up on visas, coordination, and access permits for international staff
Administrative management
- Ensure proper implementation of MdM administrative procedures across the base
- Draft and review service contracts, lease agreements, MoUs, and consultancy contracts
- Monitor office and guesthouse lease agreements and ensure timely rent payments
- Coordinate with the logistics team on facility-related matters (maintenance, utilities, compliance)
- Monitor and manage administrative expenses (utilities, fuel consumption, staff mobile reimbursements)
- Track all administrative contracts and ensure timely renewal or termination
- Contribute to administrative audit preparation and compliance with local regulations
- Represent MdM before local authorities when requested by the field coordinator
Financial Management
- Oversee accounting and financial management of the Aden base
- Ensure timely monthly financial closing using SAGA software
- Manage bank accounts and petty cash
- Ensure all financial transactions are properly documented and translated where required
- Monitor budget utilization and prepare monthly budget follow-up reports
- Contribute to annual budget preparation and revisions
- Support donor financial reporting and audits (including MOH and external audits)
- Ensure compliance with partnership financial agreements and reimbursement procedures.
Reporting
- Submit the following reports in accordance with internal deadlines: monthly financial closing files, monthly fund request, staff contract follow-up report, permit and coordination follow-up report and administrative and financial supporting documentation
Representation and coordination
- Represent MdM before local authorities in Aden when delegated
- Maintain professional relationships with national and international stakeholders
Security and Compliance
- Ensure compliance with MdM security regulations
- Maintain confidentiality of sensitive HR and financial information
- Ensure adherence to internal regulations and Yemeni legal framework
Others
- Perform other additional duties on request of the medical manager and field coordinator
- If necessary, participate in emergency plans with the MdM France team
- Translate verbally and by written when necessary
- Perform any additional tasks assigned by the field coordinator within the scope of the position
Who you’ll work with
You will directly manage an administrative assistant, a finance assistant, a cook and two cleaners. You will closely work with coordinators (Field, support services, HR and Finance).

Contract & status:
- Gross monthly salary: 3 069 €
- Fixed-term contract of 6 months starting second half of May 2026
- Trial period : 2 weeks

Votre profil
You are the right match if you:
- Hold a bachelor’s degree in administration, finance, or related field
- Have minimum five years of experience with NGOs in HR, administration, or finance roles
- Are able to ensure strong supervision and demonstrated succesfull team management skills
- Have strong communication and coordination skills
- Have experience in working in complex security contexts, ideally in the Middle East
- Speak English fluently (oral and written), Arabic is highly appreciated, French is a plus
- Demonstrate high integrity, discretion, and ethical conduct when handling sensitive HR and financial information
This role may not suit you if you:
- don’t know how to implement HR good practices in a humanitarian volatile context
- don’t have at least two years experiience in financial monitoring and reporting of humanirian programs funded by institutional donors
- are not proficient using the Microsoft Office (Word, Excel, Power Point) and financial/accounting software
- are not aligned with MdM’s values
