MdM in Yemen

Yemen remains one of the world’s most complex and severe humanitarian crises, driven by years of protracted conflict, economic collapse, climate-related shocks, political fragmentation, and persistent access constraints. An estimated 19.5 million people are in need of humanitarian assistance, including 11.5 million who require urgent, life-saving aid. The healthcare system is under immense strain, with approximately 15 million people lacking access to adequate medical services, compounded by widespread cholera outbreaks and systemic challenges across the health sector.

The operational context remains volatile, where localized tensions, service disruptions, and economic pressures, such as currency depreciation and delayed public sector salaries, contribute to periodic unrest and operational constraints.

MdM’s strategy in Yemen is structured around :  

  • Providing primary healthcare services, including OPD, vaccination, nutritional care, and sexual and reproductive health and rights in 3  directly supported health facilities.   
  • Ensuring a community-based approach to provide an equal access to healthcares.

About the role

The deputy general coordinator in charge of support services (DGCSS) is responsible for the overall management of logistics, human resources (HR) and finance departments in the MdM Yemen mission. You coordinate the mission’s support departments: finance, HR and logistics, who receive technical support from the technical advisors in Paris, to ensure compliance with MdM and donor procedures, national policies and legislations and budgets.  

 

Your main role is to ensure the deployment of MdM frameworks, policies and procedures. You also ensure alignment with MdM strategies and mission policies and leads the implementation of MdM projects related to support services at mission level by integrating it into a socio-political context.

What you will do

Under the line management of the general coordinator, and the technical management of the desk manager, you will:

  • Coordinate and align support teams (HR, finance, logistics) with program teams and external partners to ensure smooth operational delivery.
  • Manage resources—human, material, and financial—to ensure they match programmatic needs and organizational requirements.
  • Establish and maintain coordination mechanisms (meetings, shared tools, processes) to support inter‑team collaboration.
  • Ensure compliance with internal procedures, donor rules, local legislation, and audit recommendations across HR, finance, and logistics.
  • Support HR leadership in structuring the mission’s workforce, ensuring legal compliance, and onboarding senior staff.
  • Support finance leadership in designing proposals, preparing annual budgets, and ensuring financial monitoring, control, and optimization.
  • Support logistics leadership in maintaining supply chain efficiency, enforcing procedures, and ensuring availability of goods and equipment.
  • Identify, mitigate, and manage financial, compliance, corruption, and fraud risks; ensure proper reporting and investigation processes.
  • Lead the application of anti-corruption, anti-fraud, and resource‑control policies across the mission.
  • Contribute to the development and implementation of the country strategy and yearly action plans, ensuring full integration of support functions.
  • Lead, mentor, and structure the support coordination team, ensuring capacity building, workload balance, and performance monitoring.
  • Facilitate alignment between support departments and program objectives, ensuring timely deliverables, quality inputs, and strategic coherence.

Who you’ll work with

You will directly manage the coordinators respectively in charge of HR, finance and logistics. You will work closely with the deputy general coordinator in charge of programs, the HARA advisor, the grants team, the MEAL coordinator and field coordinators at mission level. At HQ level, you collaborate with referents for logistics, HR, finance, audit, legal and IT.

Vos conditions d'emploi

Contract & status:

  • Gross monthly salary: 3 663 €
  • Fixed-term contract of 6 months (renewable) starting as soon as possible
  • Trial period : 1 month
  • Single posting

Work environment:

Position based in Sanaa depending on access with regular field visits to Aden & Marib

Benefits:

  • 13th month salary (paid in 2 installments after 6 months of service)

Votre profil

You are the right match if you:

  • Hold a Master’s degree in one related field or project management
  • Are a seasoned support coordination profile, with experience in health projects
  • Have at least 5 years’ experience in the humanitarian sector, including in complex context
  • Have at least 2 years of experience with a similar position or as HQ advisor in at least of the areas of expertise, or as field coordinator for several years in emergency contexts and with a strong interest in support services
  • Have a successful experience in collaborating with authorities
  • Are experienced in multi-sectoral, regional and/or cofunded programming management
  • Have a good knowledge of the region (an asset)
  • Have aquired strong leadership skills and a supportive management style (experience managing national and expatriate staff, onsite and remotely)
  • Have a solid theoretical and practical knowledge of project cycle management, the main institutional donors, the humanitarian architecture and other humanitarian actors
  • Have proven track record in simultaneously piloting legal, financial, logistics and HR components
  • have a successful experience in designing, formalising and adapting procedures / protocols / operating modes/ recommendations relating to the area of competence
  • Have a relevant track record in analysis, structuration and improvement of a pay and staff administration process
  • Demonstrated excellent training skills
  • Are able to delegate effectively and provide hands-on support when required
  • Have a strong ability to work under pressure and manage stress in demanding environments
  • Hold strong interpersonal and networking skills, with the ability to build constructive stakeholder relationships
  • Speak English fluently (min C1 level), Arabic (highly appreciated) and/or French (an asset)
  • Have an excellent command of Microsoft Office (especially Excel)
  • Are familiar with accountancy softwares
  • Have additional knowledge in IT solutions (an asset)

This role may not suit you if you:

  • Don’t have experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult and tense context
  • Don’t have any experience in supporting medical activities at HR/finance/logistics levels
  • Are not aligned with MdM’s values, especially gender equality, human rights and humanitarian principles
