For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

In 2014, MdM decided to start a program targeted the IDPs in the KRI region through the support of Mobile clinics, fixed Health Units but also the support to local partners and the Ministry of Health.
Since November 2015 MdM supports through preventives and curatives primary health care (PHC) and mental health and psychological support (MHPSS) activities in 2 camps in Dohuk Governorate. Since March 2016, MdM is running mobile clinics for a PHC & MHPSS care in the newly liberated areas of Sinjar District. In August 2016 MdM made an assessment in Ninewah Governorate in order to support health services in two districts (TelAfar and TelKaif). In Kirkuk governorate, two mobile clinics have been launched in July 2015, while a third one started in April 2016 and a fourth in July 2016.
Beside MdM health units intervene in Nazrawa camp since November 2015 and in Daquq camp since October 2016.
The activities in both Dohuk and Kirkuk Governorates are based on basic package of health services including sexual and reproductive health within the primary health care, mental health and psychosocial support, health promotion.

Description du poste

Under the responsibility of the general coordinator, you manage directly a logistic team in Erbil and provide technical support to the field. You work closely with all coordinators and specifically with operations, administrative and financial department.
You will receive technical advices from the logistic referent at Head Quarter and/or at regional office and the regional security referent (positions to be created in the coming months).

The main responsibilities are:
-Define the logistic department objectives and work with the coordination team to define mission objectives, strategies and budgets
-Set-up logistic department, and ensures that everyone is respecting these process
-Be in charge of the implementation, monitoring and respect of MdM logistics procedures
-Ensure the good follow-up of all the logistics tools for a good capitalization
-Perform the role of technical adviser and take responsibility for all logistical tasks, installation and maintenance of equipment
-Harmonize logistics tools and procedures
-Develop and maintain good network of contacts to facilitate emergency responses
-Develop a coherent procurement strategy
-Ensure systems mitigation risks from fraud, corruption and insecurity
-Responsible for the line management, technical support and capacity building of logistics staff
-Make follow-up of the security context and provide support to the general coordinator for improving security management to project field sites
-Brief teams on the technical aspects of security, ensure the update of the security guidelines
-Be the security back up when the general coordinator is out of the country 
-Represent MdM with relevant external organisations and networks at national level and actively networking
