MdM currently works in more than 35 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Since the beginning of the war in 2011, violence against the civilian Syrian population has only intensified and become more complex, with no political solution emerging. 

The humanitarian situation remains extremely tenuous throughout the country. People are suffering from the lack of access to healthcare facilities, to water and food, and there is an urgent need for sanitation, shelter etc.

Description du poste

Under the direct supervision of the general coordinator, you oversee the medical activities of MdM France in Syria while coordinating and liaising with external partners in all matters related to health care practices. You are responsible for the success of the mission’s health strategy and the quality of current and future health programmes at the definition, implementation and evaluation phases. You also take part in the country strategy elaboration led by the general coordinator.

You technically supervise the medical team and work closely with the HQ health referent, the MHPSS referent, the coordination team (administrative and logistics) and the M&E consultant.

Your main responsibilities are:

Health strategy
• Contribute to the development of the mission’s operational strategy in line with MdM global strategy and the country strategy, national health policy and the identified needs
• Submit any proposals for the development of new health activities to general coordinator and health and MHPSS advisor in headquarters
• Ensure that the health activities of the mission’s programmes comply with MdM country strategy 
• Develop, update and validate medical/MHPSS standards, protocols and good practices with the local partner
• Monitor the public health context and challenges and react to any change by adapting the programme if necessary
• Suggest any corrective measures to adapt the programme if necessary (outbreaks, new needs arising, …)
• Be responsible for the monitoring and evaluation of the medical programme: analyze and report on monthly basis the medical data of the programme and propose adjustments whenever it is required
• Co-operate with the administration and logistics teams to ensure timely and quality supply of the programmes needs in terms of HR and logistics, as well as finance
• Ensure that epidemiological data, health protocols, national health policy and assistance programmes from key players in the healthcare sector (WHO, UNICEF, UNFPA, UNAIDS, etc.) are monitored and analysed in coordination with the HQ health advisor
• Insert local partner capacity building by the development of the monitoring practices in collaboration with the grant/meal manager

Development of new proposals
• Participate in and/or supervise exploratory missions and needs assessments in close coordination with the other teams members and HR referents
• Guide and train the teams participating in needs assessments and ensure the availability of tools for the needs assessment
• Ensure the writing of quality reports of each assessment conducted in coordination with health and MHPSS advisor in HQ and the general coordinator
• Provide monitoring of the healthcare coverage provided by Ministry of Health and NGOs in the country
• Participate in identifying healthcare needs in coordination with the field project teams
• Work with the field project teams and coordination team to prepare and draft project proposals for health activities

Health programme monitoring
• Provide continuous information to the general coordinator, health and MHPSS advisor in HQ, and health programme teams on new directions on health policies at a national level and within MdM
• Analyse health data received weekly or monthly received from field and share with the mission teams and HQ
• Ensure reports on health activities (monthly and quarterly for the health department), in particular in relation to epidemiological data, indicators and results of the mission’s health programmes, are monitored and analysed
• Ensure accurate reporting to health cluster at governorate and national level
• Supervise the operation of health activities, including project and site visits, monitoring the quality of care, meeting health and staff and organising meetings and training for the staff
• Provide technical support for programmes by responding to technical questions, analysing health strategy and identifying solutions to problems
• Contribute to adapting implementation and monitoring methods for health activities on projects run by the mission
• Ensure that orders for medical equipment, medicines and consumables are appropriate to programme requirements and local constraints (country certification, health monitoring, etc.) and according to MdM policies
• Communicate internal and external reports to the general coordinator and health and MHPSS advisor in HQ

Medical procurement 
• Ensure medical activities have needed equipment, material and drugs to function
• Ensure quality pharmacy management in line with MdM standards
• Support the medical procurement process in terms of needs assessment and quality check
• Review and validate technically all medical purchases
• Support the supervision of the pharmacy qualitative and storage conditions (consumptions, orders and inventory) in cooperation with logistics team
• Coordinate with the logistics and administrative coordinator regarding budgeting related to medical procurement

Capacity building
• Ensure the implementation of a global medical training plan for all staff (MdM and partners)
• Ensure the technical supervision of all medical/MHPSS staff working for MdM and partners, and identify the needs for training/support
• Ensure the trainings are properly delivered by the team members, and contribute to them if necessary
• Provide the team with planning and organization tools

Representation
• Represent MdM in coordination meetings, and actively participate in medical groups
• Participate in the different medical meetings especially on health cluster meetings, playing a key role in any relevant medical coordination mechanisms, and be pro-active in the technical working groups that are created to answer the pressing health issues that need immediate action of the health cluster members
• Lead on liaison with the MoH authorities where MdM is presently working to ensure an excellent working relationship
• Participate in the identification of MdM implementation and/or strategic partners
• Proactively lead on external coordination with other health actors, UN agencies at the relevant level, actively build relations and establish information sharing channels 
• Support field teams to coordinate on the ground with all stakeholders, and ensure that information passes both up and down the chain of command in a timely manner

Management
• Provide technical support
• Participate in the recruitments for all positions in the medical/MHPSS team
• Participate in the briefing and debriefings
• Identify, with coordination team, the needs of medical/MHPSS staff for the programme, draft their job profiles and validate their recruitment from a technical point of view
• Organise regular meetings with the medical teams
• Maintain good inter-team communications and good team dynamics, and take suitable action when problems occur

Reporting
• Support the general coordinator in the monthly reporting
• Ensure the production of summaries and analysis of the data collected and compiled when required
• Participate actively in the writing of donor’s reports and proposals

Gross monthly salary: 2 845 euros
Based in Amman with regular travel to Syria (20%)
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)
