For more than 30 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM France currently works in 35 countries across all continents where it focuses on 5 priority thematic areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts and, health and Environment.

MdM has been operating in Myanmar since 1994. Its main program delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area).

The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV).

In Kachin, the project is implemented in 3 main sites (Myitkyina, Moegaung, Hopin). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for PLHIV (STI, OI, TB and ARV).

In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategies focus on supporting local civil society and health system in scaling up and provision of health services.

Under the supervision of the general coordinator, the field coordinator is responsible for the operational coordination of the MdM Yangon Program including coordinating, consolidating, and ensuring smooth implementation of the mission strategy and operations' activities and compliance of logistic, human resource, administration and security procedures in 1 base and operation office.

The field coordinator will have to support the Myanmar mission and the Yangon program office to prepare an operational shift (direct service provision to transfer of services towards institutions and partners) while scaling up and extending the offer of harm reduction services.

More specifically, you will be in charge of:


-planning, implementing, monitoring and evaluating the MdM program in Yangon. You will supervise the overall implementation against contracted outputs and outcomes, and ensure that MdM and donor audits recommendations are carefully followed and implemented.

-ensuring the compliance of the harm reduction programme activities with MdM strategy, principles and guidelines, in liaison with the technical coordinators in Yangon.

-ensuring good coordination between the logistics, administrative and programme departments in Yangon, for a smooth implementation of all activities.

-participating in the MdM Myanmar strategy and programme design, in implementing management procedures and decisions, and in relaying national coordination decisions and information to Yangon team.


-defining the general organisation of the intervention sites and teams, managing and supervising the Yangon coordination team and ultimately taking final management decisions for Yangon staff.

-ensuring smooth communication between team members and ensuring that all staff benefit from clear and measurable objectives and development plans.

-ensuring that MdM is compliant with all HR guidelines in coordination with HR coordinator and the support of the field administrative officer.

-ensuring that MdM Myanmar HR guidelines and procedures are in line with MdM France and are updated regularly with the HR coordinator.


-managing the Yangon logistician, who receives technical back up from the logistics coordinator in Yangon CCO.

-ensuring high quality supply chain and asset management, and ensuring that programme needs are met in compliance with donor and MdM regulations.

-ensuring that all program items are properly handled at the end of the program whether through donations or transfer.


-managing the Yangon administrative officer, who receives technical back up from the HR coordinator and finance coordinator in Yangon, to ensure compliance with donor procedures and the national administrative and legal regulations.

-managing budgets which includes also transparency of fund use and all programmatic expenditure.

-validating expenses, based on donor procedures and MdM internal guidelines.

-developing the new budget proposals for donors, preparation of annual budgets and monthly budget follow up analysis.

-overseeing compliance with and respect for agreements and contracts and transparency of fund use in programmatic expenditure.


-representing MdM in Yangon and works in close coordination with senior national staff and coordinators to ensure consistent and relevant MdM representation.

-carrying out frequent representation activities to build and maintain a supportive environment for MdM programmes in Yangon, in close collaboration with the national initiatives piloted from Yangon.

-representing MdM with local donors and plays a lead role in organising donor visits in Yangon.

-ensuring a quality partnership with relevant organizations engaged in Harm Reduction within sex work.


-the field coordinator is responsible for the safety and security of MdM teams, sites and assets in Yangon.

-conducting analysis of the context and security conditions, with a view to shape and adapt safety and security rules with the approval of the general coordinator.

-ensuring the implementation of security rules and procedures, including providing briefings about safety and security when required.


-reporting on the MdM activities implemented in Yangon to the line manager; and ensuring that Yangon office submits reports in a timely and qualified manner.

-supervising the drafting of donor reports for activities implemented in Yangon, and of narrative, financial, intermediary and final reports, and making sure that they are written in line with donor requirements.

-relaying relevant information from Myanmar coordination tam to Yangon teams and vice versa, organises consultations and provides feedback when required.

Gross monthly salary: 3042 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Previous experience as field coordinator and/or at least 3 years experience in project management position in an overseas NGO environment, or previous field experience with MdM in different contexts. Experience in partnership development with local authorities. Extensive experience in project cycle management, management tools and M&E mechanisms. Knowledge of the Myanmar environment and /or Asia Region would be a great asset. Past experience in and HIV/harm Reduction related interventions is an asset. Past experience in donor relations (Global Fund, USAID) is an asset. Past experience with key population (FSW/MSM) is an asset. Essential computer literacy (word, excel, outlook, internet).
