MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Since the 15th of March 2011 and the beginning of mass demonstrations savagely repressed by the government in the city of Dera’a, then in other main towns of Syria, the situation has dramatically deteriorated. Civil war is raging and it is estimated to have cost life to more than 250 000 people. The military conflict between the Syrian army and the opposition forces has resulted in massive displacements of populations inside the country and in neighboring countries i.e. Turkey, Lebanon, Iraq and Jordan. According to UN agencies, half the population in Syria is in need of humanitarian assistance among which 6.3 million are Internally Displaced Persons (IDPs). The humanitarian situation has worsened in 2016 with the fall of Eastern Aleppo and the increasing fighting against ISIS. In Turkey, the number of registered refugees increased to 2.8 million.
The aim of the project of MdM is to support access to health care in Idlib, Aleppo, Dera’a and El Hassake governorates (areas to be potentially expanded), through direct implementation and to provide medical support to partners on the field. Primary health care, sexual and reproductive health and access to secondary health care is part of MdM package of activities. Psychosocial activities are under process of being introduced within the projects.
The goal of MdM is to offer medical care services to the Syrian civilian populations, working in close collaboration with MdM-Spain who is part of the MdM international network. Within the framework of these partnerships, MdM is looking for a finance and logistics manager.
Description du poste
Under the supervision of the field coordinator, you supervise and are responsible for training and supporting the finance assistant and logistics manager with the overall management of financial, accounting, budgetary and logistics of the projects.
More specifically, your responsibilities are to:
-Coordinate the closure of monthly accountancy in SAGA
-Update monthly budget follow-up
-Ensure accuracy of the forecasts received from the different bases
-Support preparation of external or internal audit
-Supervise the application of internal financial procedures, systems and policies
-Participate in the improvement and development of financial tools
-Supervise safe movements in SAGA and update of compliant supporting documents
-Elaborate monthly cash requests with the team for the program and support services
-Ensure that cash security rules are implemented and that MdM-France procedures and tools are being used for cash flow management
-Ensure the transfer of funding for the Syria mission
-Participate in the development of partnership financial tools and guidelines
-Accompany field bases in financial partnership management
-Ensure that all logistics needs are shared, understood, and that all resources are prepared and delivered properly and in time
-Coordinate with logistics team in Istanbul for the purchase done inside Turkey and all topics related to logistics needs in Turkey
-Ensure the respect of MdM and donor’s procurement procedures in Turkey and in the remotely managed field base in Qah
-Support cross-border logistics manager for logistics procedures implementation
-Set procedures of management for IT and communications
-Implement process, policies, rules and logistical tools
-Supervise logistics files archiving system
-Participate in the recruitment of all logistics local staff for the project
-Control and validate all the contracts (office, residence, computers maintenance etc.)
-Manage the filing, storage and security of documents in Antakya
Starting date: December 2018
Salary: 2500 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
