Regional mental health referent-Syria/Iraq Crisis (M/F)


For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

In the region concerned by the Syria-Iraqi crisis, Médecins du Monde-France is running programs in Lebanon, Jordan, Iraq, Turkey and Syria in both emergency and development settings. Most of these programs have a Mental Health and Psychosocial Support (MHPSS) component or aim at reinforcing MHPSS interventions in country.

To support MdM response and the Country Missions in implementing and monitoring the activities, a Regional Coordination Office based in Amman was set-up and has developed since 2013. Among other regional coordinators and referents, the mental health and psychosocial support regional referent (MHPSS), bring technical support to the MHPSS teams in the different missions of the region, supervised by the regional coordination.

You will work under the supervision of the regional coordinator in Amman and in close collaboration with each country mental health and psychosocial support (MHPSS) coordinator. You will work as well in accordance with the mental health technical referent in the HQ. You will be part of the Regional technical team, and thus work in link particularly with the regional medical referent and the monitoring and evaluation regional coordinator.

Your main responsibilities are to:

MHPSS Strategy

- Capitalize on existing MHPSS experiences in the region
- Develop and finalize the regional MHPSS framework in accordance to the MdM France strategy, for mental health and psychosocial support based on scientific evidence and international standards
- Advocate and promote MHPSS within the missions supervised by the regional coordination, in order to ensure its mainstreaming

Assessment, implementation and project monitoring

- Support the coordination teams in each mission to define their MHPSS strategy
- Assist MH Coordinators in developing quality management system: promotion of evidence-based practices for treatment and monitoring of results, development and application of quality measures to assess effectiveness of the services
- Harmonize methodologies and procedures for: assessment of needs, development of strategy, plan of action, development of activities, monitoring and evaluation of results
- Advise MHPSS staff and others involved in MHPSS programs in the countries supervised by the regional office and/or provide technical support to the MHPSS teams in each mission
- Assist and follow up in the initiation and development of any MdM- MHPSS research prospect that might be published

Project reporting, monitoring and evaluation process

- Gather data and documentation regarding MHPSS for regional level (focal point)
- Participate in analysis and reporting
- Support any project evaluation
- Harmonize monitoring and evaluation at regional level, in cooperation with the regional MEAL coordinator

Capacity Building of the technical team and partners

- Assess technical needs and developing a training plan
- Contribute to facilitate MHPSS trainings in the different missions
- Participate in the recruitment process of the mental health coordinators for the region

Communication, representation

- Facilitate the exchange of technical information among the Mental Health Coordinators and with HQ
- Participate in meetings related to MHPSS (MdM, other NGOs, UN …)

Mental Health degree in Psychiatry or in Psychology Public Health master or significant experience in public health 5 years of MHPSS related experience (clinical and humanitarian field) Experience in community based-approach and in implementing psychosocial activities Experience in training process and supervision Previous professional experience in Middle-East Experience in humanitarian field, in NGOs Experience in program coordination and management Experience in need assessment, monitoring and evaluation Adaptability Have a public health perspective Ability to manage priorities Ability to facilitate, to coordinate Languages: English fluent French and Arabic an asset You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
