Regional monitoring, evaluation, accountability and learning coordinator - Syria/Iraq crisis (M/F)


For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

MdM strategy to support Syrian population is based on a regional approach around 3 main axes:
- Support to refugee populations: Primary, sexual and reproductive and post-operative health care for Syrian refugees in neighboring countries through MdM clinics and support to Local organizations in Lebanon and Jordan.
- Support to existing health facilities inside Syria: Emergency medical assistance to Syrian population inside Syria through the support of networks of Syrian doctors or existing health facilities.
- Support to displaced populations in Iraq and Syria: Primary and sexual and reproductive health services for internal displaced populations through MdM Clinics and Mobile Clinics in camps and urban settings.
To support MdM response and the Country Missions in implementing and monitoring the activities, a regional representation office based in Amman has been set up in 2013. In June 2016, the decision has been taken to promote this office into a coordination Office, in order to reinforce the support provided to the country mission as well as decentralize some support services in order to increase the quality of the services provided.
The regional MEAL coordinator is part of this team which will be reinforced all along the year.


Description du poste

Under the responsibility of the regional operations coordinator and in functional link with MdM Canada MEAL advisor, you will develop a MEAL framework for all the country missions of the region, including the tools and methods of: data gathering, evaluations, accountability and learning and related planned activities.

Your main responsibilities are :

MEAL System development, implementation and follow up
-To map the M&E tools and practices utilized at missions level
-To compile all donor and internal indicators/data collected to understand the MEAL requirements of each mission
-To support the mission staff for understanding capacity in terms of MEAL
-Based on findings, to develop a coherent MEAL framework, aiming to integrate MEAL into every aspect of project management cycle, in collaboration with the national coordination teams, set-up a MEAL plan for each country office
-To organize workshops for MEAL dedicated staff on the missions

- To oversee and support programs in timely development and implementation of monitoring framework and tools
- To ensure the technical reference for the missions for the use of Monitool, provision of guidelines and on-the-job capacity building to MdM staff on data collection duties
- To ensure that data reported by the fields meets the dimension of data quality
- To ensure that information reported by the field (MdM staff or partners staff) meets donors requirements
- To follow up the mission indicators, analysis and interpretation of data

- To propose, support and contribute to evaluations focusing on the overall performance programs
- To produce M&E reports containing summary data, reviewing overall performance against targets and making overall recommendations

-In collaboration with the regional reporting officer, to support the development of an accountability strategy at each program level
-To develop a beneficiary accountability framework
-To ensure the overall implementation of feedback and complaints mechanism

-To support the project teams and partners in extracting lessons learnt and good practices for internal and external purposes
-To monitor and ensure that a management response to the findings and recommendations of evaluations is completed, recorded, and followed up
-To develop a learning plan detailing objectives and specific activities
-To identify MEAL tools and material that can support MdM advocacy at country, region and international level, in cooperation with the regional advocacy coordinator.

-To support in recruitment of MEAL officers or coordinators for the different missions with technical interviews
-To brief the new coordinators on MEAL strategy and methodology
-To provide regular reporting to the regional operations coordinator

Starting date : 1st of June 2017
Regular field visits to Lebanon and Iraq.

3-5 years’ experience in progressively responsible role in MEAL Proven experience in project and team management Ability to harmonize practices among different missions and teams functioning in diverse environments Experience in evaluation and/or monitoring humanitarian projects Experience in training/capacity building Especially comfortable with MS Pack Office and IT in general Great listening, organizational and communication skills Good interpersonal and intercultural skills Languages: English fluent (oral and written) French and Arabic is an asset You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
