MdM has been operating in Myanmar since 1994. Its strategic objective is to increase the access to HR and SRH services by addressing health, social, legal and normative barriers through community-led approach and partnerships.

Its main programme in Kachin delivers comprehensive community based Harm Reduction (HR) and HIV/AIDS prevention and care, focusing on the high-risk groups of people who use drugs and their female partners in Kachin State. In Kachin, the project is implemented with a comprehensive approach, including a wide range of activities for prevention support to care. MdM includes localization of aid in its strategy of intervention.

Whenever required in Kachin, MdM could also respond to disaster-related crisis and launch tailored relevant response.

In other parts of the country, MdM – in partnership with 3 CBOs – aims at complementing Harm Reduction intervention in integrating Sexual and Reproductive Health and Rights (SRHR) for supporting high-risk groups of people to prevent STIs and GBV.

The position is based within the country coordination office located in Yangon with possible internal field visits in Kachin.

About the role

This position requires a highly organized, detail-oriented, and collaborative individual who can effectively manage multiple projects and build strong relationships with external partners. Under the general coordinator’s supervision, you will oversee programme coordination, implementation, monitoring, evaluation, quality, and accountability. You will provide technical support and guidance to field teams, contribute to strategic development, and propose new opportunities.

 

What you’ll do

👉 Context analysis, needs assessment and strategic planning

  • Closely track the humanitarian situation with its team and available data, support needs assessments by field teams when necessary and provide monthly updates including SITREPs and programmatic analysis to inform operational adjustments
  • Actively contribute to the design and rollout of MdM Myanmar’s strategy and program objectives, grounded in needs analysis, actor mapping, and gap identification, including Emergency Preparedness and Response (EPREP) planning and integration
  • Propose new assessments and program developments to ensure the portfolio remains responsive to evolving needs and aligns with MdM’s mandate and strategic plan

👉 Programs coordination

  • Guarantee program implementation aligns with MdM’s mandate and principles, while leading the development of overall programming strategy and informing the general coordinator of key challenges and solutions
  • Assist field coordinator and program teams in planning, monitoring, and coordination across sites, including problem-solving and enhancing program reach and outcomes, including on the advocacy component
  • Ensure technical departments support implementation and strategic development, while monitoring budget compliance and addressing financial risks with mitigation plans
  • Maintain strong communication between technical and operational teams, mediate when needed, and ensure smooth coordination with MdM HQ for information flow and feedback
  • Conduct regular field visits for supporting program achievements and staff mentoring, support identification and development of partnerships aligned with MdM values

👉 Team management

  • Ensure clear objectives, task delegation, regular appraisals, and strong team dynamics for all line-managed staff, while addressing issues proactively
  • Foster effective communication within the programme team and across departments, ensuring alignment with the organizational structure and mission goals (conduct dedicated meetings)
  • Lead recruitment processes, assess training needs, and provide orientations and capacity-building opportunities for staff to enhance performance and impact

👉 Monitoring, evaluation & reporting

  • Ensure timely data collection and analysis, oversee robust MEAL systems, and support project teams with kick-offs, reviews, close-outs, and learning processes
  • In coordination with the medical team, ensure programs are developed in line with national strategies, MdM’s reference frameworks M&E plans, a complaint & response mechanism
  • Ensure regular high-quality reporting on program activities to donors, partners, and HQ, contribute to external evaluations and donor proposals, and supervise and coordinate program development and proposal writing, especially in emergency contexts
  • Provide consistent input to field and coordination teams, conduct quarterly reviews of program achievements, and implement corrective actions when needed

👉 Meetings, coordination and representation

  • Represent MdM at national level with relevant government bodies, UN agencies, NGOs, and other stakeholders, and actively participate in the relevant coordination meetings
  • Identify, build, and maintain strong relationships with partners, including government agencies, and lead negotiations and finalization of partnership agreements
  • Foster effective collaboration among local and international partners to support program implementation, monitor partnership performance, and address challenges promptly
  • Support internal coordination meetings, field visits, and ensure effective follow-up mechanisms, while ensuring a collaboration with the Ministry of Health and other authorities when needed

 

Who you’ll work with

You directly supervise programme coordinator(s), the M&E coordinator and the training manager

You also work in close collaboration with the mission coordination team, the field coordinator in Kachin, the HQ Health advisor, the HQ programme support officer and the HQ relevant technical advisors

Employment conditions

Contract & status:

  • Gross monthly salary: 3 628 €
  • Fixed-term contract (6 months), starting as soon as possible
  • Trial period : 1 month
  • Single posting

Work environment:

  • Position based in Yangon
  • Regular field visits

Benefits:

  • 13th month salary (paid in 2 installments after 6 months of service)
  • Expatriation allowance: 10% of gross monthly salary

Your profile

You are the right match if you:

  • Have experience in development/humanitarian context, in partnership development with local authorities, in project planning, budget management, proposal and report writing as well as in team management
  • Are familiar with project management tools
  • Have the ability to analyse the context and the consequences of an intervention, assess the risks and constraints, classify and identify priorities
  • Speak English fluently

This role may not suit you if you:

  • Have no experience in security management
  • Are not aligned with MdM’s values and activist approach
