Field coordinator (M/F)
For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.
MdM has been active in Iraq since the 90’s in Sulaymaniyah area (Ranya and Qualadiza districts) in various issues such as general and specialized surgery, anesthesia, traditional birth attendants training programs and access to health care for IDPs and people from remote villages. In June 2014, regarding the situation of massive displacement people (Syrian Refugees, Iraqi IDPs) in Iraq the past few months, MdM decides to launch an exploratory mission.
Following the result of this evaluation, MdM decided to launch a program targeting the IDPs in the KR-I through the support of mobile clinics, fixed clinics but also the support to local partners and the Ministry of Health.
As the context evolves, MdM is currently switching from mobile clinics to PHCC support, aiming at supporting 3 PHCCs in Sinjar district, 1 in Tel Afar district and 1 in Tel Kaif district, as well as providing continuous support to Chamesku camp’s PHCC.
So far, the Field Coordinator in Dohuk will be in charge to implement the MdM strategy in Dohuk and Ninewa governorates.
Description du poste
Under the responsability of the deputy general coordinator, you will manage directly the program team:1 health program coordinator, 1 log-admin manager, 1 MHPSS manager, 1 security liaison officer, 1 field officer (sub-base in Sinjar area), 1 field coordinator assistant, 1 M&E officer. You will work closely with the coordination team in Erbil, and report directly to the general coordinator about security and other specific concerns.
More precisely, you will be in charge of :
The base management
Oversee and coordinate the general functioning of the bases, in Dohuk and Ninewa governorates, and all departments/services.
Ensure good collaboration, mutualisation, coordination and analysis with other projects if needed.
Ensure good collaboration and mutualisation with MdM North East Syria mission support staff based in Dohuk.
The program management
Ensure the implementation of the program in Dohuk and Ninewa governorates and its follow-up in its various aspects: logistical, administrative and activities.
Continuously assess the needs & adjust the programmes to the needs in collaboration with the deputy general and medical coordinators.
Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff.
The logistics/Finance/Administration
Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.
Monitor expenditure and budget compliance on a regular basis, report any concerns to the financial coordinator and develop plans to mitigate any under or over expenditure at project level.
The human Resource Management
Responsible for the well-being of all team members; conduct regular team building activities.
Ensure all new team members briefings and debriefings
Responsible for capacity building and training of national personnel.
The representation
Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties.
Participate on a regular basis to all relevant meetings, be collaborative and build a strong relationship with all partners working in Dohuk and Ninewa governorates.
The Safety and Security Management
Make sure the team ensure security and safety according to MdM security plan & rules
Ensure security surveillance in a highly changeable and volatile environment in collaboration with the security liaison officer and report to the general coordinator.
The reporting
Contribute actively to proposals & reports to donors.

Position based in Dohuk. Starting date: 01/04/2018
2778 gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)
