MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

In response to the latest crisis, MdM has been operational in Dohuk Governorate since November 2014, in Kirkuk Governorate since July 2015, and Ninewa Governorate since April 2016, supporting IDPs, returnees and host communities in getting access to Primary Health Care services. MdM delivers today a comprehensive health response in areas of intervention, including Mental Health and Psychosocial Support at primary care level.
In 2018, MdM has progressively switched its response toward support to the national health system in areas of intervention across northern Iraq. Mobile operations were transformed wherever possible into support within health facilities, in cooperation with local health authorities and the Ministry of Health. 

Job description

You are responsible for the overall management of financial, accounting, and budgetary monitoring of the projects in order to guarantee rigorous and transparent procedures and to fulfill the objectives of the mission in the respect of MdM and donors’ guidelines.  

More specifically, your responsibilities are:

Financial management

- Implement the administrative and financial procedures and guidelines

- Update these processes with the evolvement of MdM and donors regulations and with coordination with SSCCo (Support Services and Compliance Coordinator) and general coordinator

- Ensure internal financial systems, policies and controls are applied

- Provide financial support to field coordinators on the projects (budget forecast, etc.)

- Ensure compliance of all financial procedures with MdM and donors guidelines and provide support to the logistic and programme departments in terms of donor requirements

- Ensure that all procurement files are in line with MdM procedures and donor regulations with close coordination with SSCCo and logistics coordinator

- Prepare, organise and supervise internal or external audits at field level, with the support of the regional financial coordinator

- Prepare annual and donor budgets in coordination with the teams (Logistic, HR and Programs)

- Ensure appropriate follow-up of the current funding plan, as well as MdM commitments to donors

- Coordinate the monthly budget follow up with field coordinators and supervise the forecasts

- Monitor, with the field coordinators, ongoing levels of expenditure on individual programmes against budget, and provide timely advice of likely over or under-spends to the coordination team, SSCCo and the relevant programme & finance teams in head office

- Monitor overall budget consumption with respect to donors’ constraints creates and updates regularly allocation board and alert the SSCCo, relevant coordinators and general coordinator

- Identify and analyse of any funding discrepancy and suggestion of solution to SSCo

- Provide financial support, training and advice to all staff in country

Accountancy and accounting

- Ensure compliance of accountancy and accounting process in the mission

- Responsible for the cash provision between the different programs/bases

- Assess the needs for the projects for the coming month and submit fund requests to Regional Office / HQ

- Organise and supervise all aspects of cash flow including security of cash, ensure sufficient separation of responsibility and level of control over transactions

- Ensure that payments are made in a timely and secure manner across all the country operations

- Ensure the accuracy of the payroll and the timely payment of staff salaries

- Supervise the payment of monthly per-diem for volunteers, and advances for expatriates

- Responsible for the accountancy of all sites: make sure of the quality of documents, the respect of procedures, the accounting & donor allocation;  

- Coordinate the closure of monthly accountancy and links with regional coordination

- Supervises the archiving of the accounting documents in accordance with MdM process on the field (copies) and transmit to HQ (original versions)

Team management, training and capacity building

- Supervise the finance and accounting department recruitment and draft job description

- Ensure the cohesion within the financial team and the relation with other departments in the mission and report to SSCO if any issues and areas need to improve

- Provide regular support and day to day training to his/her team

- Organize financial training adapted to staffs and their level of responsibility

-  Ensure that the finance manager skills are developed to a level where s/he can be a full back up in absence of finance coordinator and can handle mission financial management independently

- Brief the field coordinators on financial process, policies and tools for MdM KRI/Iraq mission

- Support the field coordinators and their administrative officers for any accounting and financial issue

- Conduct performance evaluation of the team under his/her responsibility

- Support to finalize the Annual Individual Action Plan of the team

- Propose disciplinary measures when appropriate

Communication, Reporting, Capitalization

- Liaise with International NGO finance coordinators in-country and update the relevant information to SSCo

- Contribute actively to country program meetings and weekly support services department meeting

- Contribute to the Iraq monthly report and local government report

- Justify the donors financial reports and contribute to other reports (like narrative report) by providing relevant data and information

- Lead regular financial department team meeting and report to SSCo for further improvement in department

- Centralize all financial information available on the mission to be delivered to your line-manager & the regional office referent

- Provide relevant data related to your position to MdM administrative team, to MdM Logistic team (payment on progress, etc.) and to Support Services and Compliance Coordinator

- Provide regular reporting on your activities to your line-manager upon his/her solicitation (coordination meeting, bilateral meeting, etc.)

- Provide to the line-manager a Mission Report and/or Handover document at the end of your assignment

Gross monthly salary: 2 984
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

Diploma in Finance or Accountancy Management Experience of 2 years minimum in a similar position with an INGO is required (with MDM is an asset); Working experience with Donors Budgets (International Cooperations; German donor, /or ECHO) Knowledge of SAGA Excellent computer skills in Excel particularly Working experience in Middle East is an asset English is mandatory (oral and written), Arabic would be a plus. You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
