(NABLUS) Site Coordinator

MDM-France has been working in Palestine since 1995. The general goal of MDM is to improve the physical and mental health of the Palestinian populations in the West Bank and Gaza Strip through developing local health professionals abilities in specialised fields (i.e. microsurgery, pre-hospital medicine, disaster medicine, mental health), addressing the health care system limitations imposed by the Israeli occupation, developing emergency preparedness plans with local partners, and advocating for a greater awareness of the day-to-day reality of life in the occupied territories among the world community.

Nablus is located in West Bank, about 60 km from Jerusalem. The city and the communities have been systematically targeted by Israeli incursions and colonisations. The populations live in insecure and in movement restriction context. All these elements conducted to damage population health and also to create mental disorders among the different population generations.

MDM current health program activities include:

1- In Gaza Strip: pre-hospital emergency staff (Emergency Medical technicians) training with the Palestinian Red Crescent Society, first aid and CPR training of UNRWA paramedical staff in Gaza, and set up of a “crisis plan” for the Shiffa reference Hospital

2- In Nablus District: training of PRCS primary health care staff in mental health diagnosis and referral in Nablus and Salfit Districts, training school-based psychologists and social workers on mental health issues of children, sensibilization of the population on mental health, literary coffees for the men, and the perspective to open soon 3 listening points with some associative partners so as 2 Community Mental Health Centres in Nablus and in Jenin, in partnership with the Ministry of Health.

The project consists of:

- Mental health activities

§ Follow up of coffee literary sessions

§ Follow up of the listening point activities

§ Follow up of the de-stigmatization campaign (TV and radio program, and brochures writing).

§ Provide the two level of consultation at the Patient for Friends Society (PFS)

Level one: promotion and intervention to the medical and para-medical staff, and for the patients. Promotion and prevention includes public meeting, community awareness, health education … etc

Level two: intermediate level of the intervention. The intermediate level consists of providing consultations, counselling cases, referring cases to other psychiatrist and psychologists.

- Community Mental Health Centre opening in partnership with MOH and UNDP in the national programme framework in Naplouse and Jenine; MDM will be in charge of Naplouse project implementation.

- Mobile units set up in 3 villages with a psycho social support in the schools

The main responsibilities of the Nablus Site Coordinator are to set up and follow up MDM’s mental health projects in the frame of the MDM mental health and primary health care programs in the Palestinian Territories and to support the coaching of a national field coordinator to take over the position.

Therefore, the MDM Nablus Site Coordinator will achieve the following tasks:

Ø To support the start up of the mobile unit programme, community health centre opening

Ø To coordinate the set up of tools management, planning and monitoring

Ø To reinforce the capacities of a local field coordinator who will be in charge of taking over his responsibilities.

He/she will work under the direct supervision of the General Coordinator and in close cooperation with MDM Mental health Coordinator. He/she will work in close cooperation with the coordination team in Jerusalem (Medical Coordinator, Administrative and Finance Coordinator and Logistic Coordinator) and with the Field Coordinators or equivalent positions. The position is funded by ECHO. Decision is expected in July.

The Nablus Coordinator will be in charge of setting up the implementation of the programmes in the field, and to facilitate the hand over to a Palestinian Field Coordinator who will replace him at the end of his mission.

His main duties are:

- Programs management

* To ensure the implementation the new program on mental health in its different aspects in coordination with the Mental Health Coordinator:

* To follow up the operational activities with the help of the Mental Health coordinator and ensure they fit with the programmes expected outputs and requirements

- Team management

- Coaching of the local field coordinator

- Representation

- Administrative and financial tasks

- Security

He/she works under the supervision of the General Coordinator and inside the project’s HR organizational chart.

The Expatriate Team is composed by:

In Jerusalem: 1 General Coordinator, 1 Administration Coordinator, 1 Medical Coordinator & 1 Mental Health Coordinator (1/3)

In Nablus: 1 Site Coordinator, 1 Mental Health Coordinator (2/3)

The National team is composed by: Psychologists, administrator, logistician, medical team, drivers, guards, cook, cleaners, etc. (part of the team to be recruited)

Departure: 01/08/2008

Duration: 4 – 6 months

Status: volunteer

Monthly Allowance: 915 Euros + Daily subsistence

Profile:

- Knowledge of Arabic Muslim world an asset

- Experience in coordination

- Experience in negotiations and relations with local partners and authorities

- Capacity to transfer knowledge and to delegate

- Capacity to work in an unstable security context and able to respect and to implement strict security rules

- English (compulsory fluent – oral & written), Arabic and French would be assets

- Excellent knowledge of Windows Environment (Word, Excel)

- Ability to manage a team

- Be autonomous in work

- Reactivity, anticipation, adaptability and capacity to take initiatives to changing requirements
