The first case of HIV/AIDS in Tanzania was identified in Kagera Region in 1983. Since the, the disease has become pandemic. The estimated population prevalence in Tanzania in 10%, in Kagera Region the population prevalence in Bukoba Urban in 2004 was 8%. The disease has had, and continues to have a devastating social and economic impact on the population.

In October 2004, the Care and Treatment Programme including HAART at Kagera Regional Hospital started. MdM-France signed an agreement and received funding from Columbia University and through sub-agreements is providing technical support and funding to Kagera Regional Hospital (KRH) and TADEPA.

Following the success of this programme MdM-France plans to implement activities in south Kagera in three districts (Ngara, Biharamulo, Chato) by using the district approach to support PMTCT/+, counselling and testing, adherence and care and treatment, improving the linkages between care of HIV/TB patients and also to reduce the loss to follow-up. We plan to improve the laboratory capacity and develop Monitoring and Evaluation. Those activities will be established at primary health centre; and reinforce community linkages. MdM-France will directly manage the MTCT+ and provide technical advice and supervision to the other two components. HIV positive and eligible patients will be started on HAART, using standardized and simplified regimes. Patients enrolled on the program, but not eligible for HAART will receive monitoring and clinical care.

On the whole, the future of the MdM mission in Tanzania will have the following format:

- Representation office in Dar Es Salaam with the presence of the country coordinator. This office will support the different projects in both Kagera region and possibly the new region to be identified. It will also deal with public relation with donors, partners and national authorities

- Administration office in Bukoba, which will manage/support all the administration of the Tanzania mission. It will also support directly the projects in south Kagera and possibly in the new region in terms of logistics. This office will also manage the phase out and handover of activities at Kagera Regional Hospital in Bukoba

- Complete Care and Treatment activities in three districts in the south part of Kagera region the implementation side will be supported by an office based in Ngara

The essential duties of the Administrator are:

- Take overall responsibility for accounting procedures, processes, reporting (headquarters and donors), compliance with donor requirements and budgetary transparency in the field

- Assist all the local administrators with monthly and annual accounting follow-up, budget forecasting;

- Centralize monthly accounting information from the different offices, review it and send it to the headquarters

- Supervise the collection of data from partner sites, and ensure timely reporting of this to donors and HQ

- Work closely with local partners to submit plans, proposals and reports according to MDM and donor procedures

- Conduct supportive and supervisory visits to these partners on a monthly basis

- Prepare and revise budget proposals

- Ensure that programmes run within the context of Tanzanian laws and regulations

- Assess and develop field human resource policy

- Manage the expatriate and local staff at the regional level

- Assess the skills of management and administrative staff and provide training as required;

- Improve and document field purchasing procedures and manage the purchase of items over an agreed value

- Oversee the management of logistics and the provision of monthly reports to the Headquarters

- Take overall responsibility for the drafting, formalisation and amendment of agreements and contracts with local authorities

- Support the MdM Country coordinator in the overall implementation and management of the programme

- Represent MdM and the program to different stakeholders including donors, partners and regional/national authorities

- Report regularly to headquarters (desk, financial desk) and the Country coordinator and participate in management meetings

- Ensure the effective follow-up of the security guideline of MdM in Tanzania by both expatriate and local staff

Overall the position is there to supervise and manage all the administration of the project in Tanzania, coordinating the work done by staff at the different sites. The administrator will be the focal point in regards to administration and finance for working with partners, (4 hospitals and 3 district offices), and will have to oversee the submission of timely and accurate administrative and financial reports from these partners. The administrator will be based in Bukoba, where the administration coordination office is. He/She will be responsible for the management of the office and all the local staff in Kagera region.

He/She will also represent MdM in Kagera region for the different partners, donor and regional authorities.

In addition, He/She will provide advice and technical assistance to local staff working on MdM programs, with a view to improving current accounting and logistical systems and ensuring technical skills transfer.

He/She will have the responsibility of centralizing all accounting information in Bukoba office before sending it to the headquarters. He/She will also support the implementation of a new project in a new region of Tanzania if this is implemented.

The team is composed by: 1 Expatriate Country Coordinator, 1 Expatriate General Administrator, 1 Expatriate Medical Coordinator, 1 expatriate Monitoring and Evaluation Manager (to be confirmed for September 08) 1 Local Administrator, 1 Assistant Administrator/Secretary, 1 Nurse counselor supervisor, 3 medical district supervisors (to be confirmed for September 08), 4 cleaners/cooks, 4 drivers and 10 security guards.

Profile:

- Related degree, ideally Masters Level

- Written and electronic accountancy systems

- Setting up and managing financial budgeting, monitoring and forecasting systems

- Good skill to communicate with different partners and to represent MdM, with or without the presence of the Country coordinator

- Good working knowledge of word, excel and Microsoft windows operating systems

- Setting up and managing systems for purchasing and monitoring of supplies and equipment

- Setting up and managing administrative systems

- Management of legal contracts

- Good verbal and written communication skills

- Management of equipment and buildings

- Understanding of public health and HIV/AIDS in the developing world context

- At least two years experience managing accounts/budgets

- At least two years logistical management experience

- At least one year working for an international organization in the field

- At least one year experience in managing donor funds

- Experience of supervising and managing staff

- Experience of working with local partners at the district/regional level

- Setting up and managing financial and administrative systems

- Ability to prioritize workload

- Ability to manage multiple tasks and responsibilities

- Ability to effectively communicate to other professionals and organizations about the program

- Ability to work on own initiative

- Willingness to spend time traveling to supervise activities in all districts of the project

- Good interpersonal skills relevant to a cross-cultural environment
