International network

Médecins du Monde - International

The international network of Médecins du Monde was created in 1989. It is now composed of 12 delegations (one of which is in the Southern hemisphere, in Argentina). The international delegations operate independently but they all share the same vision for the association.

An International Secretariat serves the 12 delegations and implements the decisions of the International Board of Directors and of its Executive Board. The IS is authorized to implement the decisions of the International Board of Directors and of the Executive Board. Its role mainly consists in leading, managing and organizing the international network, representing the network to international bodies, coordinating the international missions of the various delegations, providing support in the search for institutional financing and enabling external communications initiatives to be developed coherently. Its budget is made up of contributions in proportion to the budget of each delegation.

Since December 1996, the international network of Médecins du Monde has general consultative status with the Economic and Social Council of the United Nations.

It has set itself a number of chief objectives, focussing in particular on HIV/Aids prevention and on access to treatment for the most destitute, especially in Europe.

The International Board (IB), whose task is to set the network's main policy directions, met twice in 2005. The presidents or vice-presidents of eleven of the network's twelve international delegations took part in the discussions.
The International Executive Committee (IEC), which is responsible for drawing up an annual action plan based on the IB's policy directions, and for monitoring its operations, met five times in 2005.
The International Secretariat (IS), led by a new director from January 2005, continued to ensure the network ran well and to co-ordinate the delegations' activities. The IS, made up of a team of five people, also worked on improving the network's organisation, especially by carrying out work on the operational co-ordination of emergency projects and on harmonising tools and security rules. In accordance with the decisions made in 2004 by the International Board, 2005 saw the launch of the process of evaluating the international delegations. This fair, standardised and planned process will provide the international network with an overall and exhaustive view of the offices and their activities by the end of 2006.

The Presidents:
Argentina: Dr Silvana Reinoso then Dr Alicia Luna
Belgium: Dr Michel Degueldre
Canada: Dr Réjean Thomas
Cyprus: Dr Elias Papadopoulos
France: Dr Pierre Micheletti
Greece: Dr Socrates Mitsiadis then Dr Eleftheria Parthenopoulou
Italy: Dr Faustino Boioli
Portugal: Dr Mario de Sousa (temporarily Mrs Claudia Amaral) then Dr Rui Portugal
Spain: Dr Teresa Gonzalez
Sweden: Dr Anders Bjorkman
Switzerland: Dr Nago Humbert
United States: Dr Victoria L. Sharp

Operational co-ordination

The international network worked together to provide aid to tsunami victims and then to victims of the earthquake which hit Pakistan. The co-ordination of operations implemented by the different international offices was provided in both cases by the International Secretariat. The joint pilot programme in Zimbabwe aimed at “reducing the impact of the HIV/AIDS epidemic on vulnerable orphans and children” in Chipinge district, implemented as a partnership between MdM Canada, MdM Spain and MdM France, entered its operational phase.

Priorities for 2005

In accordance with the decisions made in 2004 by the International Board, the themes of HIV/AIDS and migrants were the subject of considerable sharing and consultation across the network.
