Emergency aid to cyclone victims :

The programme enabled access to primary care and drinking water for the populations affected by the cyclone.

Prevention and care for sexually transmitted infections and HIV : MdM works on prevention and access to care for sexually transmitted infections and HIV/AIDS among sex workers and drug users.


In November 2010, the tightly-controlled general elections confirmed the military regime in Burma. Poverty continues to rise, due to restrictive economic policies and under-investment in health and education. The AIDS epidemic is predominant among the most exposed populations (sex workers and drug users). A quarter of people in need of antiretrovirals (ARV) obtained treatment, in most cases this was provided by international NGOs

ACTIVITIES

MdM’s programme has two aims: the reduction of sexual transmission and harm reduction.

In Yangon, MdM provides comprehensive care for female and male sex workers and gay men, through different activities: health education (STIs, HIV/AIDS, tuberculosis, hepatitis, reproductive health, prevention, nutrition, use of condoms), entertainment, self esteem, legal advice, weekly support groups, training for volunteer peer educators, diagnosis and treatment for STIs and opportunistic infections, screening services, and access to antiretrovirals, general medical consultations, hepatitis screening, vaccinations against hepatitis B and nutritional support.
In Kachin state, we offer drug users a medical and social support similar to that offered in Yangon with, in addition, a needle exchange programme and access to methadone.


RESULTS

949 people on antiretroviral treatment and 69 on methadone. In 2010, 3,654 sex workers, 2,779 gay men and 3,238 drug users attended at least one prevention activity. 1,200,000 condoms and 1,592,000 syringes were distributed.


OUTLOOK

In 2011, provision will be increased, thanks to the opening of a new site in Kachin (a second site planned for Yangon in 2012). Prevention tools will be improved, notably with the initiation of a pilot scheme of a hotline and webpage for gay men in Yangon.

The coastal strip of the Irrawaddy Delta was hit by cyclone Nargis in May 2008. More than two years on, there are still major reconstruction needs. Some villages have not returned to the living conditions they had before the cyclone, since means of procuring food (cattle, rice fields, fishing boats) were mostly destroyed. MdM is still the only international medical organisation present in this stricken area.

ACTIVITIES

Our involvement concerns 137 villages which do not have any health services and concentrates on three main areas: the training and supervision of community health agents, the creation, or the reactivation of, village health committees and their mobilisation towards prevention, and, finally, health education sessions in the villages.

This programme is part of the national health policy. MdM is actively involved in the role of strengthening the healthcare system in the Delta following the cyclone, along with the Ministry for Health and other organisations (NGOs and UN agencies).


RESULTS

48,845 consultations were carried out by 126 trained community health agents. 131 health committees were created or reactivated. 77,886 people benefited from health education sessions.


OUTLOOK

In 2011, the project will concentrate on maternal and infant health. MdM plans to set up funding—managed by the village health committees—enabling referral to hospitals, facilitating emergency obstetric care and for emergencies in children under five.
