Administrative Coordinator (MDM-LIBE-Coordo ADM)

Liberia is standing at a crossroad after fourteen years of brutal civil war, costing 250,000 lives displacing almost half the population, devastating social and cultural life, and all but destroying the countries infrastructure and economy. A peace agreement was signed in Accra in August 2003, and leaded to the installation of an interim government dominated by the country's three former armed factions and tasked with guiding Liberia towards elections in 2005. To support the peace process, the United Nations Mission in Liberia was created (UNMIL) in September 2003 and about 15,000 peacekeepers and 1,800 civilian police were deployed throughout the country. The elections took place peacefully in October 2005, and Mrs. Ellen Johnson Sirleaf was elected.

The new government of Liberia was inaugurated on 16 January 2006. Today, despite major progresses made, the government is not yet able to assume all its responsibility although urgent issues still need to be tackled.

Liberia’s health sector is transitioning from an emergency phase to a development phase. However, a large percentage of the population still has limited access to health and social welfare services. In 2007, 80% of the health facilities are running thanks to a support from INGOs.

The overall goal of the health sector is to expand access to basic health care and one of its major concerns is to reduce the maternal mortality which ranks among the worst in the world.

Médecins du Monde (MDM) resumed operation in Liberia in August 2003.

The general objective of the program is to restore and improve access to health services through a comprehensive and integrated community based approach in 10 areas in the East of the Bong County and in Gbarnga’s surroundings with the following components:

- Community Health working with and trainings the TBAs / TTMs, the CHWs and CHCs, and reinforcing the link between them and the health facilities.

- Primary Health Care with the implementation of the Basic Package of Health services in 10 MoH facilities, ensuring the provision of drugs and the payment of incentives, the buildings maintenance, the epidemical surveillance, the referral of patients for emergencies and continuous theoretical (once a month theoretical training) and on-site trainings

- Reproductive Health with community health components (TBAs/TTMs ensuring the link with the health facilities and the introduction of the Maternity waiting homes), PHC (implementation of the PMTCT at the clinic level, reinforcement of the OB department, develop the family planning and provision of the basic Emoc), Cb Dunbar City Hospital (provision of Comprehensive EMOC incl. caesarean sections and blood transfusion, OB-GYN and neonatal + operation theatre with 50 beds), Phebe hospital (Training of trainers on emergency OB surgery for doctors and interns), Phebe school of nursing (capacity with dorms rehab, reopening of curricula for nurse-midwives, technical and financial support for midwives and anaesthetists programs)

- Mental Health with psychological and psychiatric consultations in the 10 health facilities, activities with ex-combattants, reduction of stigma on mental diseases in the communities, psychosocial activities with the traditional women, SGBV, work in partnership with a local NGO to support the HIV+ patients

The expatriate team is composed by a General Coordinator & an Administrator. On the Monrovia’s base, there are 1 Deputy General Coordinator & one Administrator; On the Gbarnga’s Base, there are

1 Logistician, 2 doctors, 1 Mental Health Program Supervisor, 1 midwife, 1 community health department supervisor and Surgery teams (rotational): 1 surgeon, 1 anaesthetist, 1 operation theatre nurse.

The national team is composed by 19 people in Monrovia’s Office and 52 people in Gbarnga’s Office.

The Administrator is part of the coordination team, under the direct responsibility of the General Coordinator. He/She supervises the following points of the mission: Budget management, Accountancy, Treasury, Human Resources, Legal and an administrative issue, Administrative part of expatriate’s procedures; and manages the administration team, of course.

His essential duties are the following:

- In charge of the budget management of the mission

- Supervision of the accountancy in link with the national administrators

- In charge of the cash flows management

- Supervision of National Human Resources administrative management

- Follow-up of the legal and administrative aspects

- Expatriate team administrative follow-up

- Manage administration team
