For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.
MDM is present in Jordan since 2006, first acting as a back office for the Iraq mission. When the Arab spring hit Syria, MdM started activities for the Syrian refugees and vulnerable host communities in Jordan, through the provision of primary health care in the Bashabshah transit camp in Ramtha. Then MDM launched a Primary Health Care Center in the city of Ramtha. 2 Primary Health Care Centers were also opened in Za’atari respectively in 2012 and later in April 2013.
MdM strengthened its mental health component through its integration in primary health care and through the support of its national partner, Bright Future for Mental Health (July 2013) both in urban and camp settings primarily in Ramtha, Za’atari, Amman and Irbid.
In 2015, both PHCCs merged in Zataari. Additional teams of outreach workers, community health workers and a mobile team were added to the response. ,
Because of a lack of fundings, operations in Jordan decreased in 2016 until the end of August 2016. If MdM activities are on stand-by temporarily in Jordan, the mission is not closed and its registration remains open to operate in Jordan.
This year, fact findings missions have occurred and some operational strategy is elaborated, concept notes drafted and donors approached MDM get back as well in all the coordination mechanisms in Jordan.
Next steps consist in writing projects, finalizing agreements with partners, find some funds to relaunch some activities as soon as possible.
It is to be noted that Amman is also the base for the regional office, as well as for the Syria coordination team.
As the general coordinator you are in charge of preparing the launch of new MdM operations in Jordan and follow the coordination mechanisms.
It implies to finalize MdM’s operational strategy in Jordan (alongside desk and associative responsibles), to answer the assessed health needs for refugees and vulnerable host communities within the frame of MdM’s strategic plan. This strategy should involve operations proposition, partnership appraisal and propositions, donors’ strategy, communication, HR and budget strategy.
More specifically, your main responsibilities are to:
Proactively contribute to program development and country strategy
Elaborate concept notes and proposals according to the assessments conducted the last months
Finalize partnership with Caritas Jordan, project designing and proposal writing
Identify areas of development of the mission relevant for the MdM mandate and eventually conduct added health needs assessment for refugees and vulnerable host communities
Program design and coordination
Monitor regularly the humanitarian situation in Jordan, including the conduction of need assessments or the implementation of new activities.
Analyze the context, develop a network of contacts inside Jordan and in line with the humanitarian situation propose any adjustments of activities.
Ensure global adherence to the general strategy for the Jordan proposed response, in line with MdM’s strategic plan.
Participate in the definition of the operational plans, and is in charge of the coordination of its implementation if any, and the supervision of the activities in a timely manner and in the respect of MdM ethics, principles and MdM commitments.
Participate to the writing of donor proposals, reports and other documents requested by the donors and ensure the quality and accuracy of documents submitted.
Follows the security rules in the country
Share all relevant security information with the desk officer and the regional security coordinator.
Propose a team set up for the operations to be included in the proposals.
Manage the implementation team (med, log, driver).
Ensure MDM representation back in the coordination tables as soon as possible and particularly participate to the meetings of the JIF (Jordanian INGOS forum) and Health cluster, in link with the regional team.
Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Jordan (UN agencies, INGOs, local NGOs), and in particular with the medical organizations
Represent MdM with the local authorities in Amman, particularly the Ministry of Health, and ensure a regular communication with Jordanian and foreign stakeholders.
- Ensure that the level of visibility and the public messages on the MdM program are in line with the association positioning in Jordan and the region.
- Be the spokesperson for MdM in Jordan with local and international media, in coordination with the HQ and the regional head of Unit based in Amman.
- Act as focal point for Jordan for communication and advocacy activities, in collaboration with the desk officer and the regional head of unit based in Amman.
Starting date : end of January
2778 gross monthly salary on 13 months
