For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

MdM France strategy in Palestine focus on 2 main pillars: sexual & reproductive health (SRH) and crisis and conflict, being MHPSS a crosscutting issue to all of them and with a transversal advocacy component.
The advocacy component has a general objective to guarantee the effective access of all Palestinians under occupation to quality health services and full enjoyment of their right to health, through 4 specific objectives:
-Third States Parties, notably France & EU Members are deeply mobilized and take systematic and concrete measures toward the end of occupation policies and practices which negatively impact health of the population
-Public Palestinian stakeholders are sensitized and effectively act for improved quality standards and services related to MHPSS and SRH.
-Raise awareness regarding the impact of occupation policies on health for Palestinians as a critical step to increasing support for change both in Palestine and at international level
-MdM France and MdM are recognized as key health advocacy actors in Palestine with clear positioning and strategy

MdM in Palestine is operating through 3 functional bases: Jerusalem base which is considered as the capital office, Gaza Strip base in Gaza city and the WB base in Nablus.

Job description

Under the responsibility of the general coordinator, you lead the updates of the advocacy strategy and design/ implement the annual advocacy action plan. You are the focal point for communication and work in close relation with the field team, in particular regarding data collection and reporting. Considering the number of organizations (both national and international) involved in advocacy in Palestine, coordination and co-construction is an essential component of the position.

More specifically, your responsibilities are to:
-Develop, consolidate and implement the advocacy strategy, integrating field partners
-Propose an adequate advocacy action plan
-Monitor closely and analyse the political environment, the latest developments in the field and the agenda and statements of the targets, and react to events or adapt the advocacy strategy accordingly
-Sensitize the teams about the advocacy strategy and organize or co-organize advocacy trainings
-Maintain ongoing communication with the team to sensitize them and involve them in the advocacy actions
-Support the teams in collecting adequate and reliable data, train them to collect testimonies
-Propose and review relevant investigations/reports
-In coordination with the HQ press department, develop the communication strategy accompanying the advocacy actions
-Propose and elaborate advocacy material
-Develop networking among international, Palestinian and Israeli society
-Represent actively MdM in coordination groups and relevant advocacy working groups
-Maintain regular communication with political authorities and diplomatic representations
-Strengthen current partnerships and support with MdM local partners especially in advocacy
-Propose and contribute to media interventions

Position based in Jerusalem with frequent trips to Nablus (West Bank) and Gaza

Experience in a humanitarian organization / humanitarian context Experience in advocacy, public speaking and in negotiations and relations with partners and authorities Knowledge of data analysis and documentation for advocacy purposes Knowledge of International Humanitarian Law is an asset Knowledge of the occupied Palestinian territories and/or the Middle East is an asset Experience in sexual & reproductive health, protection or mental health project is an asset Excellent analytical skills, especially for complex political context Excellent representation and diplomatic skills Ability to defend advocacy position in front of external actors Capacity to take initiatives and propose innovative solutions Resistance to stress in tensed security context and heavy workload Knowledge of the Pack Office (Word, Excel) Languages: Excellent level of French and English (spoken - written - read) Arabic is an asset You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
