For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive harm reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of drug users (Kachin State), female sex workers and men having sex with men (Yangon area).
In addition, MdM is implementing, in partnership with a local NGO, a community-led harm reduction program in Kachin as well.

Job description

Under the supervision of the general coordinator, you are responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations' activities and adherence to logistic, human resource, administration and security procedures.

More specifically, the responsibilities are to:
-Coordinate and supervise the implementation of the overall activities and ensure the quality of the program
-Ensure the compliance of community mobilisation, medical and prevention activities with MdM strategy, principles and guidelines
-Ensure good coordination between the logistics, administrative and programme departments
-Play an active role in the MdM Myanmar strategy and programme design
-Define the general organisation of the intervention sites and teams
-Be in direct line manager of the Kachin coordination team
-Ensure smooth communication between team members and ensure that all staff benefit from clear and measurable objectives and development plans
-Make sure that guidelines and procedures are updated regularly
-Be responsible to manage the overall budgets
-Develop the new budget proposals for donors, preparation of annual budgets and monthly budget follow up analysis
-Represent MdM in Kachin State, carry out frequent representation activities and represent MdM with local donors
-Ensure a quality partnership with relevant organizations engaged in harm reduction and especially with Metta Development Organization
-Be responsible for the safety and security of teams, sites and assets in Kachin State
-Conduct regularly analysis of the context and security conditions
-Ensure the implementation of security rules and procedures, including providing briefings about safety and security
-Be responsible for regular reporting on the activities and supervise the drafting of donor reports

Languages: English fluent French is an asset At least 2 years’ experience in project coordination in a development/humanitarian context Experience in community development, local and civil society support and development Experience in harm reduction and HIV/AIDS is an asset Excellent computer skills (Word, Excel) Ability to work under a minimum of supervision and to manage priorities Listening and diplomacy skills Capacity to work and to live in a multicultural environment You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
