For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

Since the 15th of March 2011, beginning of mass demonstrations savagely repressed by the government in the city of Dera’a, then in other main towns of Syria, situation has dramatically deteriorated. The military conflict between the Syrian army and the opposition forces has resulted in massive displacements of populations inside the country and in neighboring countries i.e. Turkey, Lebanon, Iraq and Jordan.

The goal of MdM is to offer medical care services to the Syrian civilian populations, working in close collaboration with MdM-Spain, both part of the MdM international network. The aim of the project is to support access to health care in Idlib, Aleppo, Dera’a and El Hassake governorates (areas to be potentially expanded), through direct implementation and to provide medical support to partners on the field. Primary Health Care, Sexual and reproductive health and access to secondary health care is part of MdM package of activities. Psychosocial activities are under process of being introduced within the projects.

The Syria coordination supervise the whole intervention inside Syria, led from 4 different countries based on a mix of remote management of national teams and of local structures and CBOs.

Job description

Under the responsibility of the general coordinator and in functional link with the regional MEAL coordinator based in Amman at the regional office, you will develop a MEAL framework for the Syria coordination missions in coordination with the regional MEAL framework. You will ensure that MEAL is integrated into every aspect of project cycle and develop the awareness and capacity building in MEAL tools for the mission.

More precisely, you will be in charge of :

- The MEAL system development, implementation and follow up

Mapping of M&E tools and practices utilized at mission-level in the bases, and of all donor and internal indicators/data collected

Based on findings, develop a coherent MEAL framework, aiming to integrate MEAL into every aspect of project management cycle

Lead the process of development of mission-level MEAL strategy with the support from regional MEAL coordinator

- The monitoring

Develop and standardize monitoring tools to track and monitor project performance and effectiveness, in coordination with the regional MEAL coordinator and the existing monitoring tools.

Follow up the Mission indicators, analysis and interpretation of data, proposition of re-adjustments if needed.

Develop efficient dashboard to facilitate the dissemination of the information to the different internal and external stakeholders.

- The evaluation

Propose, support and contribute to evaluations, reviews, surveys, assessments or special studies focusing on the overall performance programs

Produce M&E reports containing summary data and make overall recommendations

- The accountability

Support the development and implementation of an accountability strategy for the Syria mission

Development of a beneficiary accountability framework to develop the accountability to beneficiary at each stage of the cycle of the project.

- The learning

Coordinate with Tukey/Lebanon/Syria and Amman-based MdM staff and partners to develop and implement joint training modules on MEAL principles, methodologies and best practices.

In cooperation with the regional advocacy coordinator and regional MEAL coordinator identify MEAL tools and material that can support MdM Advocacy at country, regional and international level.

Support in recruitment of MEAL officers / assistants for the mission with technical interviews (in case MEAL team is expanded)

3 to 5 years of experience in progressively responsible role in MEAL Proven experience in project and team management Ability to harmonize practices among different missions and teams functioning in diverse environments Experience in training/capacity building Experience in health programs is desirable Especially comfortable with MS Pack Office and IT in general Great listening, organizational and communication skills Good interpersonal and intercultural skills Knowledge of Middle East context would be an asset Ability to work under pressure Languages: English mandatory, french and arabic an asset You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
