Regional finance coordinator - Syria/Iraq crisis (M/F)


For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening.The conflict between the Syrian army and opposition resulted in the death and casualties of thousands of people, massive displacements of populations within the country and into neighbouring countries.   

MdM strategy to support Syrian population is based on a regional approach around 3 main axes: support to refugee populations, support to existing health facilities inside Syria, and support to displaced populations in Iraq and Syria.

To support MdM response and the country missions in implementing and monitoring the activities, a regional representation office based in Amman has been set up in 2013. In June 2016, the decision has been taken to promote this office into a coordination office, in order to reinforce the support provided to the country mission as well as decentralize some support services in order to increase the quality of the services provided.

Job description

Under the hierarchical responsibility of the regional coordinator and in link with the finance manager in HQ, you will be responsible for the financial follow-up of the following missions: Syria, Jordan, Lebanon, Iraq and the regional office.

You will have to support the fields and harmonize the financial tools between the missions. You will participate to some internal audit tasks, and to the development of trainings.

You will have a functional link with the administrative coordinators of the missions and the support service manager of the regional office.

More precisely, you will be in charge of:

  • The funding and donors

Validate of the budget proposals, requests for amendments and intermediary/final reports for the donors of the administrative coordinators.

Ensures the compiling in case of a donor contracts covering several countries between Jordan/Lebanon/Iraq/Regional Office.

Ensures appropriate follow-up of the current funding plan, as well as MdM commitments to donors

  • The technical support to field

Carries out field visits to audit the missions and identify improvement needs

Identifies training needs and organize and animate some trainings

  • The finance

Is responsible for the compiling of the accounting from the Syria, Lebanon, Jordan, Iraq missions, as well as Regional Office.

Checks the cash request sent by the country missions

  • The budget

Works closely with the administrative coordinators: validation of the budgets for new projects, for the annual budget exercise and for the mid-year revised budget exercise

Checks and analyses BFU with the administrative coordinators and with HQ

  • Others duties

Participate to the regional coordination meeting

Participate to the elaboration and follow up of a global regional strategy, and make propositions in terms of financial challenges

Participate in remote to some meetings in HQ with the Finance Department
